The study went wrong when it compared Utah's quality growth efforts to mandatory ‘smart growth’ regulations — such as urban growth boundaries, population growth caps, and open space mandates —imposed in some communities outside Utah. UPD Taking a Break

Utah Policy Daily is taking a spring break this week. While vacationing we have limited Internet access, so we will produce and send the newsletter each day, but it will be a more basic version without the full complement of features that we usually produce. We’re not checking as many blogs, so Blog Watch will not be as complete as usual.  

Fruits of the Welfare State

What is the ultimate end of the welfare state? We’re starting to see it in France. A country that has attempted to provide cradle-to-the-grave security for many decades is declining, unable to compete in the global marketplace. According to The Economist, a widely-respected international magazine, France faces “intractable mass unemployment of nearly 10% . . . those permanent life-time jobs are so protected, and hence so difficult to get rid of, that many employers are not creating them any more.”

France’s difficulty is illustrated in the current youth protest movement which, instead of being about freedom, change and progress, is instead about maintaining the status quo welfare state. “Indeed,” says The Economist, “according to one astonishing poll, three-quarters of young French people today would like to become civil servants, and mostly because that would mean ‘a job for life’.”  The poll demonstrates a “chilling lack of ambition.”

Another poll shows that “whereas 71% of Americans, 66% of the British and 65% of Germans agreed that the free market was the best system available, the number in France was just 36%.”

Arnold on Immigration Reform

What does the nation’s most famous immigrant-turned-governor think of immigration reform? Read Arnold Schwarzenegger’s essay in Monday’s Wall Street Journal. He calls for a policy that both strengthens our borders and welcomes immigrants.

Utah’s skiing governor helped Ski Utah officials report on the state of the state's ski and snowboard industry, which appears to be closing out another record season. (Fast Tracks).

Surprise: “Utah's farms grew in size and number between 1995 and 2005, even as the state's population was one of the fastest-growing in the nation, according to an analysis of U.S. Department of Agriculture data” (Ag Weekly).
