Highway Funding Package is Coming
The 2015 Transportation Alliance advocates a comprehensive, regional transportation initiative, balanced between mass transit and highways.
While much current attention is focused on mass transit rather than highways, it is only because mass transit funding must be approved by voters, and getting a proposal on the ballot this year requires immediate action.
A major funding package for highways will be recommended as well, in plenty of time for the 2007 legislative session. With a total of more than $6 billion in unfunded highway needs, just for major projects that must be completed before 2015, the highway package will be considerably more expensive than that mass transit package.
Mass transit development and highway expansion must be done in tandem. In a metropolitan area like the Wasatch Front, it is very difficult to quality for federal highway funding without showing a good faith effort to develop mass transit. In addition, if Wasatch Front counties reach non-attainment levels of air pollution, further industrial and business expansion could be curtailed until attainment levels have been achieved. A comprehensive mass transit system is necessary to meet federal air quality standards.
Thus, it is not possible to simply build roads to resolve Utah’s transportation crisis. Besides, mass transit has shown itself to be an efficient and cost-effective way to move tens of thousands of people during peak transportation periods.

Valentine Unveils the SenateCam
The Senate Site blog has installed a web cam in Senate Pres. John Valentine’s office. Since not much is going on up there right now, you mostly watch an empty office, with the biggest thrill being Ric Cantrell wandering in and out a time or two. You can control the camera remotely.
Says Valentine about the new web cam: “The camera is currently located on top of the clock on the west wall of my office, but we'll move it around. These are your offices too -- so make yourself at home. The idea here is simple: You own the government. You pay for it. You elect us and pay us and you live with the consequences of what we do. Yet, many citizens are fundamentally detached from the policy work of the legislature. That can be dangerous. The new SenateCam is one more little tool to try to bridge that gap -- to try and break down a little of the 'inner-corridors-of-power' mystique. It seemed like a good idea at the time. We’ll see.” Login: life; Password: elevated

National Media Cover 3rd District Race
Rep. Chris Cannon defeats challenger John Jacob in Utah's 3rd Congressional District primary by a comfortable margin, thwarting a determined effort by some activist opponents of illegal immigration to punish him for his relatively moderate position on that hot-button issue (CQPolitics, Los Angeles Times, CNN, and Associated Press).
Hatch Amendment: One Vote Short
Sen. Orrin Hatch's proposed flag desecration amendment falls one vote shy of Senate approval; Sen. Bob Bennett votes against the amendment, preferring his own alternative bill, which would criminalize flag desecration without amending the Constitution (New York Times, Boston Globe, Associated Press, Cox News Service, The Hill, Reuters, Bloomberg, Chicago Tribune, CNN, Washington Post, and Hatch press release); columnist mockingly questions the need for Hatch's proposed amendment (Washington Post); Sen. Joe Lieberman votes against the amendment but voices support for Sen. Bennett's criminalization bill (The Advocate).
Bennett Hails N-Waste Storage Bill
Sen. Bennett hails Senate subcommittee for approving language in the Fiscal Year 2007 Energy and Water Appropriations Bill "that would eliminate the need for the proposed spent nuclear fuel storage site at Skull Valley, Utah, and would require federally-owned storage facilities to be built within each state that has a civilian nuclear power reactor" (see press release).
Matheson Supports Energy Tech R&D
Rep. Jim Matheson supports legislation in the House Science Committee authorizing research and development of alternative energy technologies such as hydrogen storage, solar power and wind power (see press release).
Trade Mission Planned to China
This week's edition of the Economic Review, published by the Economic Development Corporation of Utah (EDCUTAH), says the Governor's Office of Economic Development (GOED) is planning a fall trade mission to China, and is inviting Utah companies to apply for participation. The trade mission will likely be led by Gov. Jon M. Huntsman Jr. GOED's Director for Asia, Brett Heimburger, says the trade mission will help Utah companies build government relationships and do partner matchmaking with Chinese companies and associations. A firm date for the fall trade mission has not been set, but Heimburger says Utah companies interested in participating should begin the application process now. “If you are thinking of doing business in China you have to start now,” he says. The application deadline is July 14, 2006. (Click here to read the full story.)

Obiter Dicta by Steve says it was "refreshing to see Congressman Chris Cannon and John Jacob act so graciously towards one another on KSL after Jacob conceded ... Jacob said that since the people selected Cannon, he'll back him completely even with help with fundraising (Lou Dobbs, Bay Buchanan, and Senator Tom Tancredo take that!). In return Cannon welcomed Jacob to help him fight for immigration reform, even by soliciting ideas from him. Now that the primary is over I'm looking forward to see how the Cannon Jacob tag team will do in a smackdown that isn't against each other" (see also here, here, here, and here)... LocalCommentary found the electronic voting experience "quite painless and simple. Then again, I always thought the punch cards were sufficiently simple, too. Perhaps I would make a poor Floridian" (see also here, here, here, and here)... Reach Upward, in a post on federalism, asks: "Are we wise enough to reverse the trends of expanding and centralizing government? I would like to think so, but I’m not very confident about it. We seem to address issues of this nature only in crisis mode, and few people seem to think any crisis exists at present"... The Heretik says of Sen. Orrin Hatch's defeated flag desecration amendment: "Our ability to express our differences makes this country the great place others might emulate in admiration. Yet some demagogues will continue to suggest one of the strongest expressions of difference is something Americans should not tolerate. What freedom do such demagogues celebrate when they make the flag a monument? The greatest monument we have to this country is the Constitution. We forget that at our peril" (see also here, here, and here)... Paul Allen says of likely presidential candidate Mitt Romney: "I wonder what he, as a brilliant investor and business strategist -- a turn-around artist really -- might be able to do for the United States with its ominous $8.4 trillion debt. That would be fun to watch."

Utah in the National News
Mass. Gov. Mitt Romney appears on televangelist Pat Robertson’s “700 Club” to dismiss criticism of his Mormon faith and recall a 1968 “near death” car wreck in Paris (Boston Herald).
A new N-waste storage proposal introduced by Sen.
